Although December usually brings rain even in a dry year, the state has seen little rainfall this month, the article noted.
According to the article, California's official rain year will end on June 30.
The impact of the state's drought is hardest on farmers, small water systems and private well owners who lose water for irrigation and drinking water, the article reported.
